In Tirana, since the mid-1990s, the spread of modifications to the apartments has been so extensive that it has had a strong impact on the relationship between buildings and open areas, which, after the regime and in the new political framework, also affected the relationship between private and public spaces. The practice was so widespread that it acquired a specific name: “shtesa,” the Albanian word for “expansion,” “enlargement.”
